The Government of Japan, in collaboration with the World Health Organization (WHO) and the World Bank Group, is hosting a High-level Forum on Universal Health Coverage (UHC) on December 6, 2025, in Tokyo. This event is a crucial step in bringing this vision to life.

This forum is designed as a strategic dialogue for high-ranking officials from Ministries of Health and Finance, international organizations, and development partners. They'll be discussing ways to strengthen collaboration and explore innovative approaches to health financing and systems reform, all aimed at advancing UHC.

But here's where it gets exciting: The forum will also mark the official launch of the UHC Knowledge Hub in Tokyo. This hub, established by WHO and the World Bank Group with support from the Japanese government, is a game-changer. It offers capacity-building programs specifically designed for leaders in Ministries of Health and Finance, providing them with the tools and knowledge they need to implement effective health financing reforms. This is a critical step in ensuring that UHC becomes a reality.

During the forum, the UHC global monitoring report for 2025, a joint publication by WHO and the World Bank, will be presented. Furthermore, several country leaders will be announcing their National Health Compacts, signifying their commitment to UHC.

Delving into the UHC Knowledge Hub

The UHC Knowledge Hub in Tokyo is a groundbreaking initiative. It's designed to support senior officials in Ministries of Health and Finance from low- and lower-middle-income countries. The hub focuses on capacity-building and knowledge-sharing, using data and evidence to help these officials improve the equity, alignment, and effectiveness of health financing both domestically and internationally. Key Activities of the UHC Knowledge Hub

Training and Capacity Building, and Peer-to-Peer Learning: The Hub provides practical, competency-based learning opportunities and promotes peer-to-peer learning. This helps strengthen skills in health financing, public financial management, and implementing UHC-related reforms. The first in-person co-design workshop took place in October 2025, followed by the first UHC Leadership program in February 2026 in Tokyo.
Advocacy and Convening: To accelerate progress toward UHC, the Hub organizes high-level events and policy dialogues, bringing together key partners and governments. These events aim to build momentum and promote coordination around innovative and effective health financing reform strategies.
